CIA Throughout the entire fifty year history of the Central Intelligence Agency, there have been various incidents within the "company", including the Aldrich Ames spy case, that have made the government realize that the counterintelligence of the nation must be stepped up and reformed in order to prevent another drastic wake-up call as was in the Ames case. Ever since the Central Intelligence Agency was formed by the National Security Act of 1947, it has felt close to immune to the threats of internal espionage that faced the then Soviet Union. The Ames case told the government to stop, look around and make some changes, in some cases very monumental changes were recommended. How can the nation deal with the threat of espionage, even in this post-Cold War time; that remains to be seen, but could be very drastic in its changes. Counter-intelligence and security are the two greatest necessities within the Intelligence community. The Directorate of Intelligence, the division of the CIA which controls the actual gathering of intelligence, is one of the two directorates that must have the utmost security(Agee 23) within the company. If the intelligence gathering secrets are compromised then the entire agency is due to the fact that false information can be fed and agents can be executed as was evident in the Ames case. The CIA is required by law to act as an entirely separate entity from the Federal Bureau of Investigation(Leary 76), but this creates problems when they are needed by executive order to unite to fight a greater threat. Throughout the Ames work, the "Feds" and the "Spooks" couldn’t seem to gel as was essential to the investigation that was conducted to find the "mole", or the lack thereof such, within the CIA from 1985 until 1994(Adams 213). On December 7, 1995 Director of Central of Intelligence, John Deutch highlighted the following points in a public statement: "The Ames case--and the other espionage cases of the `80s-remind us that other issues must be addressed. These include the serious lack of adequate counterintelligence during much of the 80's and early 90's. My predecessors, the Attorney General and the Director of the FBI have made great progress in repairing this extremely important function. We have continued to make progress, but much work remains to be done."(Deutch) This conclusion in Deutch’s statement was a display of his frustration at the entire Ames incident, but also a vow to look to the future for development of agency and bureau progress. Deutch recognizes the need to increase involvement with the FBI in CIA "mole-hunts" and in general counter-intelligence operations. Throughout the late 70’s and early 80’s the CIA began to see a decline in respect from the nation(Ranelagh 163), but this decline was mostly due to embellishments of bits of information of clandestine operations and the nation’s frustration with the Cold War. The nation is now beginning to see a decline in the CIA due to its lack of adequate security, and it is not the nation yelling and screaming, but the intelligence community itself finally reflecting on the fact that there is problems that must be addressed before the agency can be a fully functional entity again. Even in 1992 analysts began to see the evidence of possible moles within the CIA(Wise 34), but the FBI and CIA investigation at this time was almost stagnate(Weiner 98) at this time. It still took 2 more years after a published, outsider account of suspicions of treachery for an arrest to be made, is that the counterintelligence efficiency that the United States should maintain as the most powerful nation in the world. Ames "unknowingly" signed the metaphorical death warrants of at least 9 US agents in June of 1985, because of his lack of money, huge ego, and alcoholism(34). The warning lights didn’t initially go off because the CIA suspected this was the doing of spy Edward Lee Howard also arrested in 1985. Too many coincidences followed this month. This l...
