The Constitutional Convention The Constitutional Convention opened on May 25,1787. It was held in the Pennsylvania State House in Philadelphia. Seventy delegates from all the states were chosen to attend but only fifty-five showed up. All states were represented except Rhode Island. The meeting was called to revise the Articles of Confederation but the delegates really just started over and created a whole new central government with a Constitution. George Washington was elected president of the convention. The delegates agreed that there was a need for a new constitution because they were determined to create a more effective central government. Edmund Randolph introduced the Virginia plan which would create a new central government with a bicameral legislature where representation was determined by state population, an executive elected by the legislature, and a separate judiciary but smaller states disagreed because they wouldn't get equal representation.
