NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that sealed propasals are sought and requested for:
CONTRACT FOR REPLACING
OF A STOP SIGN
TOWN OF CHILI, NEW YORK
To be held by the Board of Trustees of the Town of Chili, Monroe County, New York carried out by the plans and specifications prepared by the Engineer.
All sealed proposals will be into the Board at the Chili Town Hall on November 15, 1998 at 11:00 a.m. at that time the bids will be publicly opened and read.
Copies of the Contract can be reviewed or bought for ten dollars ($10.00) a set, at the office of the Town Clerk, Chili, New York. Bid deposits will be refunded to bidders who return the plans and specifications.
All bidders must leave a bid security of no less than 5% of the bid or the conditions listed in the contract Document.
If the sucessful bidder fails to enter a contract that meets the requirement of the Board, the bid security and or bonds will be credited to the Town as liquidated damages.
No bids may be withdraw within forty-five days after the day when then they are to be opened or withdraw it at any time before the openings of the bids except on accordance with the "Information for Bidders".

INFORMATION FOR BIDDERS
PROPOSALS
Proposals must be made on the blank form provided. Fill in the blank spaces provided and no changes shall be made to any phrase of the proposal or in any items mentioned in it.
Proposals that can not be read or that contains any irregularities alternations, additions or items not called for in the itemized proposal may be rejected.
PROPOSALS SHALL SPECIFY THE CORRECT GROSS SUM
Proposals shall specify the right gross sum for which the work will be preformed according to the plans and specifications along with a unit price for each of the separate items as called for. The Owner determines the lowest bid, based on the gross sum for the entire job. The gross sum should cover all work performed and should include all the items specified in the proposal at the unit price stated in the proposal.
The Owner can reject a proposal if he think it is too much for the work or if it is more than what the Engineer's estimated.
Any proposal that does not have a price opposite each of the items that specifies a quantity in the itemized proposal will be considered informal. Both unit prices and gross sum bid should be indicated in words and figures. If there is a discrepancy in the words and the figures, the written words will be binding.
BIDDER'S OBLIGATION PRIOR TO SUBMITTING BIDS
Before the opening of the bids each bidder shall have examined all contract documents, examine the site personally, familiarize himself with all the agencies involved in the work and have a general familiarization of the location and topography of the site.
Particular attention should be aimed to the Special Notes and Special Specifications which point out special conditions of the contract
SUBSURFACE INVESTIGATION
The owner may conduct subsurface tests to obtain information pertinent to the design of his structure or to prepare preliminary estimates. The Owner may make this information available to the bidders if he please. The bidders may interpret this information, as they desire, though this information may not disclose the exact subsurface condition that may be encountered, it serves to accommodate the bidders with the same information as the Owner.
PRIVILEGE OF WITHDRAWING PROPOSAL
