Situation:

More and more of the employees at Gnomengen are starting to use their cell phones at work. The problem seems to be most prominent with some of the hourly employees -- secretaries, administrative assistants, technical assistants and those who are responsible for answering the telephone. You have heard that at least one of the employees who are part of the reception team is on the phone for 1 to 2 hours per day with this employee’s child. The employee is a single parent and uses the cell phone to keep in contact with the child. However, this employee is not the only one who is using a personal cell phone to conduct personal business. Some workers are starting to complain because they feel that they must "pick up the slack" from those who are on the phone with family members or on other personal calls.

The Problem:

The company have not set up any policy to ban them using cell phone to contact with their families or personal calls because the company does not want to interfere everyone’s private. However, the situation became bigger. They use their own cell phone not company’s phone because they think they do not use public property. So, they feel free to use cell phone to contact with others. However, the company hopes they can focus on work not just only do some other business during their work. Finally, the CEO orders HR people to make new policy to company.

After HR term meeting, the following options were identified.

# can not use own cell phone, but set up one line for calling others but only local call. Moreover, the limit is five minutes for every time.

# none can use any phone to contact others during work time. If someone be found, they will be reduce their salary or be fire.

# they can use their own cell phone to call others only during break time.

       Our ethical actors are HR and marketing terms because they are working together to formulate these three options. The stakeholders include the employees- secretaries, administrative assistants, technical assistants. Moreover, some employees have had history for calling others during work time, the CEO, the HR/ Marketing term. The problem seems to be most prominent with some of the hourly employees. You have heard that at least one of the employees who are part of the reception team is on the phone for 1 to 2 hours per day with this employee’s child or do personal business. However, the company wishes they can focus on work. So, none will complain someone calling others. Also, we have a duty to respect their rights to free choices and preserve their happiness.

       The specific issue at hand is that considering we have to find a good way that people focus on work not always contacts others during working.

       The values may run into conflict. So, we have a loyalty to do what is in the best interest of the company and its employees. Which way will be accept that some employees can take care their child and some employees will not complain anymore. Moreover, the company will not be worry someone not focus on work.

       The options are:

1. Can not use own cell phone, but set up one line for calling others but only local call. Moreover, the limit is five minutes for every time.

2. None can use any phone to contact others during work time. If someone be found, they will be reduce their salary or be fire.

3. They can use their own cell phone to call others only during break time.

        The ethical agent would choose this option because they hope to reduce wasting time to call others. They spend this little money more safe than spend much money to hire workers who are not focus on work.
