“To Shoot?” or “Not To Shoot?”: That is the Question.

The Second Amendment to the U.S. Constitution states that "A well
regulated Militia, being necessary to the security of a free state, the right of
the people to keep and bear Arms, shall not be infringed." A large number
of opponents of gun control believe that access to guns has nothing to do with
the frequent violence that is displayed in American society, and that limiting
it would solve none of the problems that people attribute to guns. However, in
light of the various tragedies recently involving guns, many more strongly
believe that it is time to take a serious look at progressive gun laws, and to
put up new restrictions and barriers to gun ownership. This could help eliminate
gun-related violence in America.

A recent epidemic of deadly school shootings, including the April, 1999
massacre of fourteen students and a teacher at a Littleton, Colorado high
school, have added momentum to gun control measures long-pending before
Congress. Among other things, proponents of stricter firearm laws are calling
for mandatory child safety locks, tougher background checks, and other controls
that they believe will curb the rise of gun-related violence. Such proposals
come just months after a swarm of cities filed suits against firearm
manufacturers, blaming the companies’ marketing practices for violence caused
by guns. Some 20 cities have filed suits against gun manufacturers in 1999.
